Cap is very true to who is in the comic books simple but effective and can be used in any situation.

Captain America used to be the most underrated hero in the game even if his stats are balanced and he has no weaknesses. With the recent updates and the addition of new passive buff skills One of Marvel's most loved heroes could be the best leader and the best teammate for your team of super heroes. He gives inspiration and the leading strike to a team who needs a balanced tactician. Also he does what a leader does, makes the most of his teammates. In my opinion (I'm Biased his my favorite) he could be best tactician in the game.
By the way the bruiser costume adds a different dimension to a balanced hero, imagine if you would be able to max up all his stats with the ISO 8 with max everything but of course it would entail a lot of patience
Hero Cost: 90 CP for now
World War II Costume (Bruiser) 48 CP
World War II Costume (Tactician) 34 CP
Level 1: Shield Bash: decent attack with 92 % hit 17% Critical, Type: Melee -Adds Dizzy to targets for four turns this reduces the accuracy by 25 %
Level 2: Leading Strike: moderate to good damage ( Great when enraged as a bruiser) 95 % hit 18 % Critical, Type: unarmed melee- Adds Target focused to the target which makes the enemy take increase damage for single target attacks. (During the baron Zemo quest in chapter 1 i used this skill then when I hit Zemo again with the same skill the damage doubled)
Level 6: Shield Throw: decent ranged AOE attack 92% hit 12 % Critical as of 04/02/12 grants a debuff status called lock on which makes targets take additional damage from ranged attacks
Level 9: Shield Guard: a 1 turn cool down buff which protects allies from single target attacks and as of the recent update also, AOE attacks then now counter attacks with shield bash.

Inspiring Leadership: Increases stats of allies after Capt America does his first move
Lead the Charge: Captain America almost always takes the first turn
Strengths: no weaknesses stat wise, has endless potentials due to balanced stat, can be used in any situation, Insipring leadership is great when it comes to critical situations. ( When I was fighting a hulk in PVP, Captain America was hit by a hulk smash almost killing him but the leadership stat in health increase somewhat kept him alive) Also the recent update made Shield Guard very useful in facing opponents with strong AOE attacks and single target attacks. The counter attack can somewhat turn the tide. Inspiring leadership also makes Cap a perfect teammate for any hero. The first turn buff can manage to kill an opponent's agent with special skills that eliminates an opponents turn or in missions where the first turn is critical, let us say Chapter 2 premium
Weaknesses: With the recent update in my opinion non, but if you are for a player who wants a character with two turn attacks he is not that, but that is what makes him Captain America simple but effective a super soldier indeed
ISO 8: It depends on the user what they want him to develop more although a balanced Isoing would be a possibilit

For 130 CP his level 9, Shield Guard costs too much and consumes a turn and its kinda crap compared to all the other heroes who have a bodyguard type ability, other than that, he isn't bad, I think he could use a minor buffing to one or two abilities, but not much. His Shield Bash and Shield Guard are the abilities I would tweak/buff though, the other two are pretty solid. Leading Strike is a nice ability and Shield Throw does pretty good damage.
I noticed that Leading strike cannot be countered by Tonfa attacks. Has any other agent noticed it?
Now his price has come down I'm thinking about Cap as my next major leaguer. I know Hulk would have more power but at the end of the day you'd have Catain America on your team and that's cool.
(I would actually take the time to move him to the front of every fight, Cap doesn't stand behind anyone!)
he is supposed to be a super soldier, not a superhero
So in the greatest sense, he can be a super minion and not much else.
I fail to see he should be buffed anyhow.
