Need some advice about ISO-8 builds

Now i have enough silver to spend on ISO-8s. Is equipping my agent and heroes with chaotic ISO-8 IIIs a good idea ? or should i increase specific stats of specific characters ? My main heroes are Hulk, Spidey and War Machine. Thank you in advance.

I'd focus on getting each of their stat deficiencies (Hulk: Accuracy, Spidey: Hp & Attack, War Machine: Accuracy & Stamina) to whatever level you consider to be acceptable first (I like 3 bars minimum) and then fill the rest of your slots with chaotics.
