Yes you can. But if you need 4 glass, then that will cost you 4 bars of gold. If you also need 4 sandstone, 4 gears, 4 wood and 4 marble then that is a total of 20 gold bars to move one wonder up one level. It would get very expensive!

You'll run out of gold very very quickly. I agree with the others - don't use gold for this.
