I've spent $0 and am level 21. If you spend money, you should only spend it on long term investments (things that will be useful for a long time). These are buildings that give MASSIVE culture, or build powerful military units you can't get otherwise, RANGED elite units that can be reused for many battles, or upgrades to military buildings you can't get from friends. NEVER use cash for things that time will give you for free, that you can get from adding friends from the 'add me' forum, or for melee units on the front lines.

The reason they have the shop, is to sell rare/elite items. It also pays so they can keep the game for free, between people who buy gold, and advertising thats their entire revenue.
