Quest do not recognize building lvl improvements

Quest do not recognize building lvl improvements if done before the quest happens... I upgraded my guardhouse to lvl 2 before the quest happened and now I have a quest I can never finish. I just got another quest to upgrade my lightning temple and I have it also upgraded to lvl 2 before it was asked of me, so now 2 quest in total I am not able to complete... Game needs to check existing buildings to see if tey are completed already and give the credit for the things already done...

Nope actually everything is fine and that's how things are, if you upgrade a building before the quest and then the quest asks you to read that you'll need to buy a new one and upgrade it.

Ok well sold both Military Quarters and built a new one and it was still lvl 2 when it was built so it is a flaw or bug in the programming...
