To me it seems like the wanted some way to add a hurdle that could block new players unless they payed some cash. Which to me isn't a horrible idea, maybe not implemented the best, but it does help keep the amount of people to attain Emma under 100% because lets face it, without this one task SO:2 is pretty much a win for EVERYBODY as long as they use UI-8 intelligently. Special Operations should give those that have put a lot of time (or money) into the game a hefty reward, those who just started or refuse to pay shouldn't have the same chances as the player who has spent MONTHS of time, or dug into their wallet.
Again perhaps not the best way to do this, however they are not likely to change it now.
