I don't remember the details since it's been so long, but I think this should be accurate:

War has about 1 million health and lasts 72 hours. I think you only got 5 people or so in top tier.
Highest level tier in the war is 150+, I don't remember the other tiers
In that tier, Best Gear was I believe 100K, and gave Wakizashi (25/35 melee), Hand Crafted Katana (44/14 melee), or Yakuza Cruiser (35/25 vehicle), plus 1 million.
Better gear (maybe 70k? 50k?) was Cluster of Ceramic Grenades, Samurai Armor (35/28 armor), Toyopet, and I forget how much money. Maybe 150K?
