Think both are fine right now; overall. There are characters who still need buffs, these 2 are not among them. Won't go into other subjects already covered with Cap Ap.

First, talk about thread necro.
Second, it takes a minimum of two rounds to have Summon Thunder be useful, and thats only if you have Coordinated Attack buff on Thor, have him attack with his level 2 skill, and have it follow up woth CA with his level 2 skill, giving him a 2 stack of MoM. Then, in the following round, Summon Thunder can be used to decent postential.
However, the above scenario is rare in PvAI battles. I see more AI have Thor Summon Thunder with no MoM or enrage stacks, and it's pitiful in that case.
Thor, if used right and powered up, can be devastating, but he's giving you time to kill him before he wipes you out.
One Shot agent weapons do kinda suck, I'll give you that, but turn looping? Wow, if you think what is considered turn looping now is bad, you'd have lost your mind a couple months ago.
Hulk has a couple AoE attacks that are weak if used improperly, and devastating and entirely capable of wiping the other team if used properly. Still, it takes awhile for him to build up that level of power.
Colossus is still kind of a joke offensively. His damage is nowhere near on the level of Hulk or Thor. He's a tank, a (almost) purely defensive character, especially now with his new suit passive. His slowed debuff is one of the most useless in the game, unless you have not boosted your accuracy in any way.
Anyway, here are a couple tips to avoid Thor's Summon Thunder:
Spiderman, his Great Responsibility blocks AoE attacks and his evasion is high enough to usually come out okay.
Cap, his shield guard is quite similar.
Also, there are some decent gadgets that shield you from damage.
Nothing is so powerful in this game that there is not a solution for it if you put in a little effort. Or, come to the forums and ask the people who have put in the effort to figure out those solutions already.
Just please don't whine about it, begging for nerfs that aren't needed.

Captain america is fine. His multi-target attack isnt ment for damage, its ment to apply to lock-on effect for him and allies. if you use it repeatedly is get stronger, but not by alot.
Thor is more of a problem. Overall I would say his attacks need lower stamina cost. He doesnt have high stamina and his abilities are low damage compared to cost.
You MUST boost otherwise his attacks are wastes of stamina. Its not e benefit to use Might of Mjolnire but mandatory otherwise summon thunder and throw hammer arent worth using. Empowering strike would be more useful and a little better than just a Might of Mjolnir charge.
most of the 90cp characters are questionable, requiring "charging" of special abilities. Hulk has Hulk Up, Thor has Might of Mjolnir, Panther has Eyes/Guile/Rage/Heart of panther buffs, Wolverine plain has extreme stamina problems, and spiderman is low damage.

Boost up Capitan America??? Are u serious?? He is already one of the most overpowered char in the game lol....
And he has already the avangers uniform lol....so f### powerfull.

What the hell? They're worth a 90 CP hero already and they're Avengers uniforms are just enough.

They're both fine as it is, though I feel Thor's 'Might of Mjolnir' boost should be stackable upto 5 times instead of 2, just like 'Hulk Up'.

Hulk up stack seems about right it matches hulk, MoM stacks 2 and thats seems fine like he is not a berserker mass of muscle dont need the overkill, Capt is awesome as he is i dont think buff or nerf is needed, thor i wont talk cuz i dont have it yet all i can comment is what i can seen with pve and pvp and he seems pretty good as he is, the more i read here i think is ppl is displease with their effectiveness in pvp but i feel they are using them like in pve and that just wont work, both sides need a diferent manner of play and diferent tactics all along

Aside from the fact that Blasters are very susceptible to being one-rounded by Captain America and Bruisers are very vulnerable to Blasters, if you can keep Thor alive long enough, his summon thunder ability is one of the most crazy powerful abilities in the game. With a few lucky coordinated defense procs, I can sometimes get a fully charged attack on in round 2. When that happens, I can sometimes overkill all three opposing characters. Yes, it's weak if you just try to use it by itself, but if you're patient, it's devastating.

Also, Cap's shield throw isn't meant to be huge damage. It's primarily meant to put up a debuff for your other ranged attacks.
