More then likely you have reached your "Space limit" for troops. You can only build what your housing can hold. So, if you need more space, you have to upgrade your housing.

So, its like this.......

Your not trying to destroy the building, Your just beating the guys inside.

You can attack it as many times as you need to, to get the job done.

Its just a glitch. Some days it comes up as 14 days but when the game loads, its back to normal.
