Is it just me or is Phoenix's level 9 power severely underpowered?
A quick base stat viewing shows the following:
Stamina 341
Damage 104-167 to all enemies
94% to hit, 21% to crit
Chance to cause burning (doesn't seem to apply that often for me)
Cool down 3 turns. And you cannot start the battle with it, you have to wait that initial 3 turns.
The ability itself seems average at best. Compare to other heroes and their abilities, I use abilities that attack all enemies because they seem to be important early on in a fight:

Cyclops, level 9 Mega Optic Blast
Stamina 256
Damage 93-140 to all enemies
92% to hit, 16% to crit
No cool down, can use every turn if he has the stamina
Invisible Woman, level 9 Force Volley
Stamina 213
Damage 92-110 to all enemies
87% to hit, 16% to crit
Does not trigger counter attacks
Does extra critical damage
No cool down, can use every turn if she has the stamina
And the kicker?...
Iron Man, level 2 Missile Barrage
170 stamina
76-91 damage to all enemies
89% to hit, 13% to crit
Causes burning (seems to cause it as often as Phoenix as far as I've experienced)
No cool down, can use it from the start and every turn if he has the stamina.

To break it down, Phoenix spends an extra 171 stamina to use an ability 3 turns later than Iron Man to cause 28-76 more damage with an extra 6%/8% to hit/crit. And this is compared to a level 2 ability.
I was honestly expecting Phoenix to be overpowered at her level 9 ability, and while her lower level skills are pretty sweet, level 9 is a complete waste. I rarely use it anymore as many people in PvP use Cyclops and Hawkeye who have a distinct advantage over her low health and tend to kill her before her first turn much less turn 4, and in the missions I kill everybody or have 1 low health guy left by the time it becomes available.
My suggestion would be to remove the initial cool down period. Keep it at three, but let her use it at the start. Not sure if that would completely level the playing field, but it would be something.
