Newspaper; Use it or lose it

Please can we get the newspaper removed or used. Nice idea if it is actually used. Every time i log in it pops up unchange.
Use it to inform us of whats going on, whats changing.
since i started playing lots of things have changed, but never the newspaper.
You have a medium to inform people, use it or get rid of it as yet another useless pop up.

I have a better suggestion:

If we have read it, the next time it shouldn't pop up, but only the icon remains there. But when there's a new piece of news, then it pops up.
